Hiring in the Cayman Islands for the first time

To hire someone who needs a work permit in the Cayman Islands, first advertise the job for at least 21 consecutive days on the WORC Jobs Portal and in a local newspaper, with the salary range and benefits, hours and requirements in the advert. Record the outcome for every portal applicant and give written reasons to each unsuccessful Caymanian or RERC applicant. Then apply to WORC with the advert evidence, the applicant list and the recruitment documents, and pay the fees set in the Caymanian Protection (Fees) Regulations, 2026. Pay at least the CI$8.75 an hour minimum wage, and tell WORC within seven calendar days if a work permit holder's job ends (WORC policy and FAQ; Department of Labour & Pensions).

1. Write the advert

A WORC Jobs Portal advert must include: job title and summary of duties; minimum education and experience; salary range and all benefits; application deadline; number of vacancies; location; hours of work; job type (full-time, part-time, shift and so on); working conditions; and any language or special skill requirement, which must be justified. The newspaper advert must include the WORC portal ID, title and description, required skills and experience, base salary or range with benefits, work hours per month and your contact details. Requirements must be genuine and not written to unfairly exclude Caymanians (WORC Advertising and Recruitment Feedback Requirements Policy, section 4.3).

2. Advertise for 21 days

At least 21 consecutive calendar days on the WORC electronic Jobs Portal and in a local newspaper (proof of one advert a week for three consecutive weeks) before you apply for a work permit grant, renewal or annual amendment. An advert can generally be relied on for up to three months from first publication (sections 4.1, 4.2 and 4.6). The Government has proposed dropping the newspaper part but, as of 30 October 2026, it has not been made law: see the WORC rules tracker.

Exempt: personal employers hiring a domestic helper, caregiver, nanny, butler, gardener, handyman or farm hand; pastors and ministers of religion; positions with an approved advertising waiver. Temporary work permits are not currently legally required to be advertised. Everything else, including part-time roles, must be advertised (sections 4.4 and 4.7).

3. Consider applicants and record the outcome

4. Apply for the work permit

Submit the portal posting ID, copies of the newspaper adverts and any other adverts, the list of all applicants and the recruitment documents (sections 4.5 and 5.6). Fees are set in the Caymanian Protection (Fees) Regulations, 2026: see our work permit fees guide. WORC gives a 14-working-day turnaround for express applications (WORC FAQ). English tests: WORC accepts TOEIC and IELTS (WORC Work Permit FAQ).

5. Pay and rules once they start

Frequently asked questions

Do I have to advertise a job before applying for a work permit in Cayman?

Yes, for work permit grants, renewals and annual amendments: at least 21 consecutive calendar days on the WORC electronic Jobs Portal and in a local newspaper (one newspaper advert a week for three weeks). Exemptions include personal employers hiring domestic helpers, caregivers, nannies, butlers, gardeners, handymen or farm hands, ministers of religion, and positions with an approved waiver (WORC Advertising and Recruitment Feedback Requirements Policy).

Does advertising on job boards or social media count?

Not on its own. WORC says adverts on recruitment agencies, company websites, social media or third-party job boards are optional and do not replace the mandatory WORC portal and newspaper adverts (policy section 4.1). Cayman Job Finder is one of those third-party sites.

What happens if a work permit application is made without the adverts?

WORC says applications without evidence of the mandatory advertising are incomplete and not accepted, and applications made before the 21 days are up may be refused (policy section 6; WORC Legislation / Regulation Changes FAQ).

How long does an express work permit take?

WORC's FAQ gives a turnaround of 14 working days for an express work permit application or renewal.

What must I do when a work permit holder leaves?

Give written notice to the Director of WORC within seven calendar days after the employment ends, using the cancellation form. Not doing so is an offence with a fine of CI$20,000, two years' imprisonment, or both (WORC FAQ).
