WORC job advert and work permit rules: 2026 tracker

Before an employer in the Cayman Islands applies for a work permit (or renews or amends an annual one), the job must be advertised for at least 21 consecutive days on the WORC Jobs Portal and in a local newspaper, and the advert must show the salary range and benefits, hours, job type, requirements and closing date (WORC Advertising and Recruitment Feedback Requirements Policy, effective 13 May 2026; enforced in full from 1 July 2026). Unsuccessful Caymanian and RERC applicants who applied on the portal get written feedback and can reply within three business days. On 1 October 2026 the Minister proposed dropping the newspaper requirement while keeping the 21-day portal advert; when we last checked (30 October 2026) that change had not been made law. Cayman Job Finder lists 1,347 current WORC adverts and links each to the official advert.

The 21-day advertising rule

Before applying for a work permit grant, renewal or an amendment to an annual work permit, an employer must show the job has been advertised for at least 21 consecutive calendar days on both the WORC electronic Jobs Portal and in a local newspaper. The purpose is to find out whether a Caymanian, a Residency and Employment Rights Certificate (RERC) holder, or another qualified person legally and ordinarily resident in the Islands can fill it. Newspaper adverts must appear at least once a week for three consecutive weeks (WORC Advertising and Recruitment Feedback Requirements Policy, sections 3 and 4.2).

Adverts on recruitment agencies, company websites, social media or job boards (including this one) are optional and do not replace the mandatory adverts (section 4.1). Applications without evidence of the mandatory adverts are treated as incomplete; applications made before the 21 days are up may be refused (section 6). An advert can generally support an application for up to three months from first publication (section 4.6).

What every WORC Jobs Portal advert must show

From section 4.3 of the WORC policy. This is why most adverts we list show pay: of the 1,347 WORC adverts open on 30 October 2026, 1,347 have a salary figure in the advert.

Employers must make sure adverts reflect the genuine requirements of the role and are not written to unfairly and unreasonably exclude Caymanians (section 4.3).

Jobs that don't have to be advertised

Positions with a personal employer (domestic helper, caregiver, nanny, butler, gardener, handyman, farm hand), pastors and ministers of religion, and positions with an approved advertising waiver. Temporary work permit applications are not currently legally required to be advertised; if an employer advertises one anyway, the same standards apply. All other positions, including part-time roles, must be advertised (sections 4.4 and 4.7).

Recruitment feedback: what it means for Caymanian applicants

So applying through the official WORC Jobs Portal, rather than only by email, is what puts your application on the record. How to apply on WORC, step by step.

The two-year rule for first-time permit holders

Work permit holders granted a permit under the new law must stay with the sponsoring employer for at least two years. Leaving earlier means leaving the Cayman Islands for one year, unless the Director of WORC grants an exemption: for example unpaid overtime, unpaid work outside the job description, discrimination, retaliation for complaints or harassment. The exemption application is due within three working days of leaving, with proof that the situation was reported to a relevant authority; WORC then has 30 working days to decide. Domestic helpers moving to the same type of job may be allowed to change employer without leaving (WORC Legislation / Regulation Changes FAQ). More in can foreigners work in Cayman?

Employer notice when a permit holder leaves

Employers must notify the Director of WORC in writing within seven calendar days after a work permit holder's employment ends, using the cancellation form. Not doing so is an offence: a fine of CI$20,000, two years' imprisonment, or both (WORC FAQ).

What's changing (proposed, not yet law)

On 1 October 2026 the Minister for Caymanian Employment and Immigration told Parliament the Government intends to change the advertising rules. Under the proposal employers would still advertise on the WORC Jobs Portal for at least 21 days, but would no longer have to advertise in a local newspaper. A "modest fee" for portal adverts was to be considered, and the Government would publish a weekly consolidated vacancy list in a local newspaper. The release said the proposals were subject to Caucus and Cabinet approval (gov.ky, 1 October 2026). On 14 October Cabinet approved drafting instructions to amend the Caymanian Protection Act (2022 Revision) and the Caymanian Protection (Fees) Regulations, 2026; the published summary does not say what the amendments cover (Cabinet post-meeting summary). Until the law changes, the WORC policy above still applies. We will update this page when it does.

Frequently asked questions

How long must a Cayman job be advertised before a work permit application?

At least 21 consecutive calendar days on the WORC electronic Jobs Portal and in a local newspaper, before a work permit grant, renewal or annual amendment application (WORC Advertising and Recruitment Feedback Requirements Policy, effective 13 May 2026). For the newspaper, employers must show proof of at least one advert a week for three consecutive weeks.

When did the 21-day advertising rule start?

Applications filed on or after 1 May 2026 need 21-day adverts (WORC Legislation / Regulation Changes FAQ). WORC accepted applications based on the previous 14-day adverts during a grace period that it extended to 30 June 2026, and said the 21-day rule would be enforced on 1 July 2026 (WORC, 1 June 2026).

What must a WORC Jobs Portal advert include?

Job title and summary of duties; minimum education and experience; salary range and all benefits; application deadline; number of vacancies; job location; hours of work; job type (for example full-time, part-time or shift); working conditions; and any language or special skill requirements, which must be justified (WORC policy, section 4.3).

Which jobs do not need to be advertised?

The WORC policy exempts positions with a personal employer (domestic helper, caregiver, nanny, butler, gardener, handyman, farm hand), pastors and ministers of religion, and positions with an approved advertising waiver. Temporary work permit applications are not currently legally required to be advertised. All other positions, including part-time roles, must be advertised.

Do Caymanian applicants get feedback if they are turned down?

Yes, for applications through the WORC Jobs Portal. The employer must give comments explaining why each unsuccessful Caymanian or RERC applicant was not selected; the applicant, the Director of WORC and the relevant Board can see it, and the applicant can submit a rebuttal through the portal within three business days of being notified (WORC policy, sections 5.2 and 5.3).

How long is a job advert valid for a work permit application?

Generally up to three months from the first publication date, unless the Director or the Business Staffing Plan Board sets a different condition (WORC policy, section 4.6; WORC Legislation / Regulation Changes FAQ).

Is the newspaper advertising requirement being dropped?

It has been proposed, not made law. On 1 October 2026 the Minister for Caymanian Employment and Immigration said employers would still have to advertise on the WORC Jobs Portal for at least 21 days but would no longer have to advertise in a local newspaper, that a modest fee for portal adverts was being considered, and that the Government would publish a weekly consolidated vacancy list in a local newspaper, all subject to Caucus and Cabinet approval (gov.ky, 1 October 2026). On 14 October 2026 Cabinet approved drafting instructions to amend the Caymanian Protection Act (2022 Revision) and the Caymanian Protection (Fees) Regulations, 2026; the published summary does not say what the amendments contain.

Can a first-time work permit holder change employer?

Work permit holders granted a permit under the new law must stay with the sponsoring employer for at least two years; leaving earlier means leaving the Cayman Islands for one year unless the Director of WORC grants an exemption, which must be applied for within three working days of leaving (WORC Legislation / Regulation Changes FAQ). Domestic helpers moving to the same type of job may be allowed to change employer without leaving.

What must an employer do when a work permit holder leaves?

Give written notice to the Director of WORC within seven calendar days after the employment ends, using the cancellation form. Not doing so is an offence with a fine of up to CI$20,000, two years in prison, or both (WORC Legislation / Regulation Changes FAQ).
